Penguin was a semi major villain in Arkham City, however I didn't like this interpretation of penguin too much because this is penguin, this is not.The Penguin in Arkham City just isn't as fancy or gentlemanly (?!) as the one I have grown up with. This skin in my opinion isn't really that good considering this was made a while ago and you cant really modify the hight of the char. But you know whatever.
