This skin related to life on the high seas because Kyogre is a water pokemon and he live deep in the ocean. He rarely comes out, and always stays in the water.

It is a contest based on anything that has made the seas their home, and Kyogre has made his home in the sea. So, it is valid.

Well, it's intended to be "Life ON the High Seas", but the wording in the contest description "or invent a character that has made the sea their home" makes people think the contest is just another "Under the Sea" one.

That's the thing, I still don't really get it.
I see mermaids, sharks, fish, etc, even though the theme is "Life ON the High Seas". I don't even know, but I guess, it still qualifies..
