the skin is in 1.7+ format, so if you want to have the 3D armor parts, you're going to have to use minecraft version 1.8 (which isn't out yet) or a snapshot that's compatible with these 1.7+ skins

snapshots are pre-releases of Minecraft that allow users to try out new features before implemented into an official update for the game. However, servers won't work if you are playing on a snapshot, unless that server is running on the same snapshot as the one you are using (VERY low chance, as servers rarely use snapshots at all)
