Howzer was a clone captain in the Grand Army of the Republic who later served as a captain in the Galactic Empire. Captain Howzer worked closely with Cham Syndulla during the days of the Republic, and his loyalty is tested between the Empire and the people of Ryloth he swore to protect during the events of the Bad Batch.
On a side note, this is one of the most interesting clones to be featured on the Bad Batch, and I'm really excited to see what they do with his character in the future episodes!
