This is Teruhashi Kokomi, one of the love interests of Saiki Kusuo from the show "The Disastrous Life of Saiki K." Also known as "Saiki Kusuo No PSI Nan". This anime is really underrated so I have shed some light on it by making a skin from the show. It's super comedic and amusing to watch, I never get tired of repeatedly watching it.
