Many objects, such as the captain's chair, require you to first place an item frame on the ground (it will be invisible). You can then place the chair in the item frame. This was explained more thoroughly in the main Touch of Trek, I should probably update this post with those tips.

You'll need to ensure you select this resource pack in-game after you move it to your resource pack folder. Consider downloading the TOS U.S.S. Zenith map in my submissions for a good example of how the pack can be used.
