Boss Bars: Reloaded reduces the sizes of bossbars such as the enderdragon, wither and raids to less than 1/4 their previous vanilla sizes. The bossbars are much less intrusive in the GUI.

The idea is good and your DownShift project looks awsome. But the texturepack has one issue: You made the bossbar 1/4 smaller. That means it also only shows 1/4 of the health. Maybe something like you wanted to do is possible with optifine but i am not sure.
