you can get this model by using this command: /give @s minecraft:carved_pumpkin{CustomModelData:10}
or you use the custom roleplay data pack Custom model datapack
with that data pack you can do the command /trigger CustomModelData set 10
on a carved pumpkin and then you get the hat
