This is just a small idea i had and wanted to try it out. didn't do anything with 2 tall flower just because i wasn't sure how to implement that. If you have any idea let me know

2 tall flower could just be shorter (1 block) so that all the flowers are shorter and these still sprout up further than the rest.

You can still make sure there's multiple smaller flowers in the shorter clusters to make it fit with the rest of the textures you put in (and it avoids the 1 tall rose and paeonia infringement opportunity)

...not that this isn't discontinued

also for the tall flowers you could leave them tall BUT also a flat variant of them below itself
