if you dont feel like looking up a tutorial heres how you do it:
inside of the assets > minecraft folder, make a folder named "optifine".
then, make a .properties file inside of the optifine folder named "emissive.properties"
then, inside, paste the following script:
suffix.emissive=_e
then, once you've done that,
go to your texture you want to edit and then duplicate it and rename it with _e at the end, and before the .png.
example:
netherite_sword.png
duplicate that and name the new file:
netherite_sword_e.png
then, make that the piece you want to glow.
