This resource pack modifies scissors, it changes their model and texture, and even the sounds of a CHAINSAW, when you use them, the sound of a chainsaw will be played.

additionally
 The resource package runs from 1.21.5 to about 1.7.10 (before the versions where shears were added)
after 1.20.2, it will write that "for newer versions" everything is fine, as it should be, the texture pack is working, do not pay attention
