Most people use gimp or paint i think. Gimp is a really good choice but my little brain had lots of problems with it when i tried making a single texture 😭

I suggest using blockbench. It´s mainly made for minecraft models and textures. I make all my skins, models and textures there

Yeah, I use blockbench. But I personally think it's really hard to use it for texture packs, unless you make yourself a custom model (for an entity) which can sometimes make it harder for you to understand which part is which if you're trying to retexture the custom model in digital art programs via GIMP, Krita and more. Also, Krita is NOT made for making minecraft textures, but I use it because I understand it more than any other program.
