Right in this page, at the top a little under the "Texture Packs" thing, you'll see that you can click "Add New Texture Pack".
Click that and go through the procedures of adding your Texture Pack.

No painterly, remix or customized packs. They are great but ultimately saturate the community with variations of original packs. If you're linking to a mirror file, please link to a downloadable file of your original pack ready for the game. Thanks thats what it says idk what it means! thats why i asked you
