It's a modified version of the default textures. Some blocks and mobs have not been modified at all but most items have. If you like playing with default but want a bit more detail and greener grass then you'll certainly like this resourcepack.
Optifine is not required for block variations but it is required for mob variation!
If you'd like to be a zombie in the resourcepack then don't be afraid to ask ,')
