Animals spawn rate

On my server i have a insane spawn rate of animals monsters are normal i have looked at other peoples posts but they didn't help me i use bukkit 1.5.2 Dev and i cant seem to figure out how to do this, It causes people lag and im getting less people on the server by the second its not the best environment for my super laggy computer this is the first time I'm reaching out to the people so if anyone has an idea please help.
