I'm wondering why you need 4 command blocks and the minecart circling around it.
Can't you just use on and a minecart going across like this?:

Like the bottom part of your design and cut off the other 3 to make the minecart just go

well that slows it down, and is not as quick, and still gives you the same amount of lag (not much but still), and it won't be able to check the area as fast. so, your way wouldn't be the best.

I tried to make it but didn't work. Can you do a full tutorial on the formation and a new one. Like build it from scratch and show me :)
