Before you post a server you must be prepared. I learned that a couple of times the hard way.
What you need to check:
1. Plugins and see if they are outdated or if they work
2. If your spawn and warps are set up and ready
3. That you have some friends or staff on to moderate the servers
4. Jails or some sort of punishment for those rule breakers
5. Rules and information so people don't bug you
6. The permissions for ranks and ranks [If something was promised like /fly and they can't do it they'll be mad]
P.S also make sure that you make sure that they are enabled to build I made that mistake
7. You have some sort of fun for the players like a mini game
