Although command blocks are not a plugin they will beat them all if you follow the tutorial below teaching you how to effectively use them. This could save your server alot of ram and getting rid of useless plugins.
Starter Kits: You can give people a starter kit by placing a button on a wall and a command block under or next to it within a block of range. enter this text into the command block: " /give @p [r=2] 274" Without the quotation marks. The last numbers in this case 274 would be the item id of the number you wanted to give them. You can even make it so they cant get the kit a 2nd time by placing a command block next to that one and typing "/give @p[r=2 m=2] 274"2."/gamemode 0 @p[r=2]"
Alarm System: This one is very easy and very simple to do. all you need to do is place a command block under the floor and place a block ontop of that and a pressure plate on top of that so all you see is a pressure plate. and enter this text into the command block: /say @p your message here
Weather Machine: Another east one, just enter the text '/toggledownfall' into the command block without the '' and place a block next to that command block and a button on that block and it will change the weather at your command, thats right, i just showed you how to be Zeus.
Trouble Making/Trolling Device: If your bored and want to see horrid looks be inserted on your players faces create a trolling room and fill it with command blocks capable of all sort of torture. One of which enter the command '/give @a 31 64' without the ' and it will fill everyone's inventory with dead shrubs
