Custom Contests?

The other day I was looking around and someone had made their own skin contest and people had made entries and there was a table to show the winners and peoples places in the competition, How did they do that? Were they an admin or did they have a high level or something? If you know please reply.

P.S I only want to know because I wonder not nessiceraly because I want to make my own contest.

I am currently making my own contest, you just make a new blog or forum post, post your contest info and you can self publish contests without admins. Also try looking around at other user-made contests here to get ideas.
