Step 1,
Visit craftbukkit.org
http://bukkit.org/

Step 2,
Because the recommended build is so out dated you want to go and visit:
http://dl.bukkit.org/downloads/craftbukkit/list/dev/

Step 3,
Download the latest dev build of the version you want [I recommend 1.7.5 for now]

Step 4,
Put the downloaded jar file in a folder you have made for the server.

Step 5,
Create a new text document and name it something like 'Run Server'
And paste the following code inside the text file:
Then make sure you go to 'file' -> 'Save As' NOT 'Save'

Step 6,
Save the file as 'Run Server.BAT' the .BAT is really important and make sure the saving is set to 'All files' NOT '.txt' Files.

Step7,
Run the Batch file and you're done!
