Friendly Servers

Hello, fellow miners and crafters... I am looking for a server that is not all PvP, or griefing. I am looking for a server that you can build on, has a friendly community, and has some people on it but is not wildly popular (like 500 people on at a time). It could have a citizens plugin (or no plugins at all) but we should not have completely restricted freedom.
