one time I saw him on pe and I did not see him but he played tricks on me he made the sky turn from day to night every 5 seconds.

I emailed Notch and he said...

Herobrine does not, and never has been part of Minecraft, nor do I
have a dead brother.

It's possible some mods might include a Herobrine character, and some
players might play tricks on other players to make then think they saw
Herobrine, but the story behind the character is not true in any way.

They server probably has a plugin where the admins can spawn or become Herobrine. Either that or your making up the whole story.
