A lot of people make a faction hoping it will become the 'Dominant Faction' - the largest, strongest faction on the server. Unfortunately, inviting everyone who joins the server to your faction often attracts griefers and stealers. You don't want those in your faction! On a server I used to play, I had a huge 20+ member faction with a great base and incredible strength. Not to brag, of course. This is for educational purposes! The only other factions were tiny ones scattered here and there. So what made everyone join mine in particular? You can use these ideas!
1. The base was amazing. I had made my base in a cleaned up NPC village. When new members joined, I gave them a free house in the village or a plot nearby to build on. That kept things pretty and organized. I also gave each house a number so that if something got griefed or caught fire, we could clean it up quickly. More on that later. For your faction, make roads and plots for building. It will all be better in the long run! And plant flowers everywhere. It looks lovely.
2. I carefully chose people. When new players joined, I watched their activities and sometimes asked a mod/admin if they ever griefed. If I found a good potential member, I privately messaged him and asked him if he wanted to join. It was sort of like a secret society and made the faction more special.
3. Jobs were assigned to everyone. Some members and I constructed a lovely town hall, where we made a 'job board'. Everyone was assigned jobs such as 'woodcutter' or 'miner'. They had to give us half their earnings when they did their job. E.g. Steve mines 10 diamonds. 5 must be given to the faction.
The earnings from everyone would be distributed, so if someone hates woodcutting, they get free wood. That was mostly because I hate mining - I fall in lava every time I find diamonds! So it was a pretty cool system. =)
4. We kept it tidy. Everyone pitched in to help keep it clean. When stuff got griefed, it was quickly cleaned up. Even the messiest players like a pretty base.
5. Swearing was kept to a minimum. Swearing isn't cool! Kids play this game, for goodness sakes! The youngest member was 13 - too young for hearing awful language. So for the best results, don't name your faction something like 'Rapists' or 'Bitchslayers' (excuse my language) because kids don't need to hear that.
6. Finally, we were uber friendly. Being nice makes a big difference.

EDIT : Well duh, people could raid it. I built a giant wall around this so people couldn't see my cute village. You should also build your faction as far away as possible from any civilization and never accept tp requests to come visit. If you are on a server with hackers, find a new server. Hacking is not nice and spoils the fun. Puh-lease stop beating me up over this! >.< I have feelings too, you know.
