For beginners use Skincraft, or alternatively MCSkinEdit!
Skincraft has a neat and clean layout with a intime Minecraft player model which makes life easier (Life's great when its easier!)
Tip for Skincraft: Press 'ctrl' and your plus key '+' at the same time to zoom in keep doing this until the app fills the page :P
I'm not going to tell you step by step on how to use this site but here's some skin making tips :D
For simple but effective shading for beginners make the main colour slightly darker and dot it around then make it slightly lighter and dot that around, Here's an example of mine: http://www.planetminecraft.com/skin/rudolf/
Always try to add a hat layer! This gives it the extra detail and total awesomeness! If the skin your making doesn't have a hat/helmet/mask make the hair the hat layer! For example: http://www.planetminecraft.com/skin/superman-276668/
Making game characters can be hard! Some will turn out great (http://www.planetminecraft.com/skin/sonic-the-hedgehog-233148/) but other can turn out... epic fails (http://www.planetminecraft.com/skin/baraka-from-mortal-kombat/) So just don't be put off we all struggle at times!
