Type this - /summon Skeleton ~ ~ ~ {CustomName:"Dinnerbone",Riding:{id:"Skeleton",Equipment:[{id:391}]}}

well /summon Skeleton ~ ~ ~ {CustomName:"Dinnerbone",Riding:{id:"Skeleton",Equipment:[{id:391}]}} works, it will just summon on the block you are on
