1) Multiverse-Core (To use the /mv create command)
2) PlotMe Plugin (The PlotMe plugin itself)
You can download these plugins on bukkit website.
REMEMBER!!! Type exactly (CaSe Sensitive) the name of the world inside the config file of PlotMe plugin where it states to insert it, otherwise it won't work.
