To create a motion sensor you need to get a command block.
/give (NAME) 137

First you need to make a redstone loop.
Try to place redstone repeaters in all directions, connecting them with redstone and then putting and torch down.
Destroy the torch and replace the redstone, it should create a loop like this.

Now connect the loop to a command block and type this into the command block and type the desired cordinates. Like this:
 /testfor @p[x=(X CORDINATE),y=(Y CORDINATE),z=(Z CORDINATE),r=65536]
*INCLUDE THE BRACKETS*

Now that you have that set up, put a comparator down and then and repeater infront of the comparator infront of the command block. Infront of the repeater place a command block and insert the desired command.
Ex: /effect @p 7 100 5 (Which is instant damage)
Or: /tp @p (CORDINATES)
*Whatever you want to happen once they step on the block.*
