PLEASE HELP ( Server Problems )

Today i made a minecraft server and everything works but the commands like if i go to the ops.txt and write my name it doesnt work if i go to server.properties and change the settings it wont work even when i save and im able to get on the server but the only thing is the commands like that If you have had this problem or know how to fix it PLEASE comment because i really want a server

The server needs to be off, for you to change any of that information.

thx for telling me :D i found out what the problem though was i had the same port as my old server so it got confused but now i have my own server that im op on now :D :D :D :D
