My recommended bukkit plugins are these (with reason). So if you want to make a bukkit server with plugins, here's my recommendations:

STAB: To stop Spam
IConomy: To have currency
ShowCase: For people to buy stuff
WorldEdit:Super Pick is Awesome! And No Griefing (if you want a no grief server)
Jail: To Jail Griefers for time in the server jail
FalseBook: To make Bridges, gates, etc.
BlockLog: Check every little detail on your server.
