server help needed

i need some help with my new server. i cant use plugins and no1 can join my server. i have 45 people who want to join because im pretty popular on my current server..i do not own it and im not staff but i built a town and tons of people live there. i need technical help. the ip of the server i play on most is platycast.com:25567 if u go to there and ask for ciandrost you will probably find me. ive already mad the map which is pretty epic and all of spawn is surrounded by a glass sphere to keep away the skellys. the spawn looks pretty cool and theres some spheres around it that look like plannets and its all floating so pretty cool. i have automatic firework displays that never stop and constantly use random fireworks. if u help u will be an admin when server is fully working. i have a prison and want to make it so i can put people in it bye typing /jail <playername> <amount of time> or something simualar. is that possible ? please help i dont use this much so please talk to me trough my server.
