I think that low levels should be able to post up mods onto planet minecraft because say their a mod developer they only signed up and they cant post mods and it takes a long time to get to the level you need to be. So write in the comments what you think. Whether low levels can or cannot post up mods. So tell me what you think while your thinking about it if your a high level think of all of those people that can't post mods up.

The idea behind being able to post mods only at level two (at least, this is the most logical reason for it) is to prevent people from posting mods that are not theirs in hopes of gaining loads of experience from it. Prime example is the amount of TMI mod posts PMC gets every time it updates.
Although yes, it can be annoying to have a level cap like that..it only takes one idiot to screw something up for the rest of us.
