Texture Pack Generator?

Heeeelllooooo Everybody!
I jump in here on the blog because I would SO love to know if there is a Texturepack generator. I have tried it with Paint.net but I do not see the Colouring does not help ... and also not particularly Google.
(I am using Google Translator here sry for the bad english xD) And yet I ask you: Is there a Texturepack generator with all the bells and whistles?
