War Server

So, my friend and I are making a white-listed modded server for 1.4.5. We are going to fight a war using ONLY mods. Does anybody have any mod suggestions?
The mods require:
Modern Weapons
Vehicles (optional)
NPCs
Missiles (IBCMs)
Anything else you think is cool...
