Why can’t i enchant shears?

I was just wondering why I can’t enchant shears in Minecraft? I need to enchant my shears. It makes me sad :(

In java, unless things have changed (you don't metion platform or version), shears can be enchanted with Mending, Unbreaking, and Efficiency. (qv. https://minecraft.gamepedia.com/Shears#Enchantments )

At least in the versions before MS/Mj decided to grief iron farms, adding any of these would probably be a waste unless one had a very large vine farm or sheep station and wanted to be able to complete a harvest without carrying multiples.
[Hypothetically, one could also rig a circulating sheep wool farm to be harvested where the Xp from a dog-kill skeleton farm kept the shears repaired thus allowing theoretically infinite AFK wool production, but this seems an unlikely thing to build.]

Actually, MS/Mj decided to fix iron farms in 1.14.3. Actually, they fixed several villager-related farms.

Changelog for 1.14.3 Pre-release 1:
  • Fixed bugs
  • Villagers that are panicking now have a bigger chance of spawning Iron Golems
  • Improved performance
  • Farmers now spend more time farming when they are working
  • Farmers can now always give away food even if other villagers don't need it

And the technical community looked upon this and saw that it was good The Iron Flood - 10k Iron per hour Iron Farm - Minecraft 1.14.3 pre 1 ,
But MS/Mj hateth those who are clever and do not grind laborously for their resources and visited upon all the dominions of MC:
• Panicked Villagers now have to work and sleep so they can't be in a state of panic all the time [1.14.2]
that the clever should not be spared drudgery.

However, until 1.14.∞ has a stable feature set (ie the mechanics are no longer being changed with each new snapshot) AND all the 'showstopper' bugs have been fixed [without introducing new ones] anything done in 1.14.any needs to be considered experimental and expendable.
(One can not expect even the few months between the world-breaking mechanics changs of 1.13 and the next round of similarly world-breaking changes of the 1.14 'release version. [22Oct18 -- 23Apr19])

And some of the bugs fixed:

  • MC-74407 - Villager inventories can get into a state where villagers cannot do anything useful
  • MC-151079 - An employed villager quickly becomes unemployed and employed when he works, even if his workstation has not been deleted.
  • MC-151395 - Farmers create Bread ONLY when they pick up at least 3 wheat AT ONCE

You can only "enchant" shear by using anvils combine it with enchanted books.

It's the enchantment that's your problem. I think you can only have Unbreaking on it, maybe Mending. I don't know about any others that work.
