WorldGuard issue! Need help!

Ok. So nobody that is a Guest can Build on my Server! I know I ask a lot of Questions but this one is Important! I have made a Region. That didn't work, I have experimented with WorldEdit and everything! Please all I need, Is for my Guests to build! I know how to make Regions but not a whole World Region! I really would love all the help I get thank you! :D

What permissions plugin? Essential's etc?

go into essentials config, then essentialsprotect, then find

# Should people with build: false in permissions be allowed to build
# Set true to disable building for those people
build: true(change to false)
if that doesnt work then i have other ideas

Ok. So I did that, But now... It's says you don't own the Plot. And there is no plots in my World! I have a Plot World but. I mean, Really It won't let you build Now! WHAAA!!!!

next suggestion: get permissions ex for your server

copy the link and it will give you a kinda set up file version i made
just put the files in ur plugins folder
IMPORTANT TEXT: u need to costumize the permissions file with command permissions, the look something like this: - essentials.bigtree
every line HAS to be in line or u will get errors
- '*' means the group has permission to every command
