This is an old project, so my answer might not be 100% accurate, but I think you should run:
/tag @a remove dead
/function tl:setup

And just in case if everyone isn't in the correct gamemode, run:
/gamemode survival @a

  /scoreboard players set @a deathCount 0
  /tag @a remove dead
  /function tl:setup
