This is a shrinking datapack. First, you do /function shrnk:give Then give yourself 2 arrows. After that, use the Shrinker bow to shrink down a 3 by 3 by 4 area. Then use the Reciver bow on top of another block to shrink the 3 by 3 by 4 block. break the bottom block and you have shrunken the blocks!
(You also have to unzip the file)
