    Interesting datapack you made there. Just a request from me.
    Please add a config which we can use to modify your datapack experience.

    Like, there should be this command.
    /function copperarmor:toggle_options

    which will output

    ###
    Datapack features:
    Apply Regeneration effect when full copper Armor : Enabled
    ###

    And when we click on Enabled, it will change itself to Disabled and the regeneration effect will not work anymore. This regeneration effect feature is making the copper Armor overpowered over Iron Armor and we, your fans don't want that feature.

    maybe I fix your problem., now after you get a copper ingot you get all copper tool and armor recipe unlocked
