    How can I modify this datapack to do a "Eating gives you random effects"? Obviously

    You'll have to replace the crafting detection by an eating one. You can use scoreboards for that. :)

    You'll need to use one score per type of food. Probably something like "minecraft.used:minecraft.cake" as an example.
