I see this only works on players under y=150, which will be even more relevant after 1.18. May I suggest instead summoning a falling anvil entity only 10 blocks above them but with a motion tag that sends it barreling downwards? It would be fairly easy and make it work more of the time.

I made a version with your modifications in mind the anvil now spawns 20 block above the player no matter what there height is.
