The Freeze Player Admin Tools allow you to freeze players on place in vanilla using a simple rod.
You can get the items by clicking on the load message, /reload (you must be in creative or spectator to see the message) or with the function : /function freeze_player:give.
You will be able to freeze the nearest player by right clicking with the Freeze Player wand in a range of 100 blocs and remove the freeze just by right clicking with the other wand.
It is a very simple data pack but i didn't found any data packs online that freeze players on place in vanilla. Hope you enjoy !
