Plain and Simply, this datapack adds the feature to turn lava into obsidian when the player wears frost walker boots. The obvious implication here is that traversing through the Nether will be leaps and bounds easier because you'll be able to cross lava lakes with ease, but I'm sure there are plenty of other applications for this feature.
