    How does a chest-bookshelf work?
    Place it, put books(written books, writable books, enchanted books or just books) in the slots and, depending on how many slots are occupied, the texture of the block will change.
    How to get a chest-bookshelf?
    Break bookshelf block using fortune and you could get one.
    Does the chest-bookshelf enhance the enchanting table?
    No, it doesn't. You still need to get default bookshelves.

    Do I need a resource pack for the datapack to work?

    YES, you need THIS resource pack (version 0 or newer) enabled.

    Install the datapack, put it in .minecraft/saves/WORLD/datapacks.
    Download the resource pack, put it in .minecraft/resourcepacks and enable it from the game.
    Remember, 1.16!
    Join the WORLD and try breaking bookshelves using an axe with fortune.
