This is a datapack that simply disables the use of the offhand. Just like previous versions prior to the combat update, the only hand you're allowed to use is your mainhand.
There are some weird bugs with creative mode regarding ghost blocks, but as far as I know none of it appears in survival mode, which is what this datapack assumes you'll use it for.
