Leave the Pack Zipped In Your Datapack Folder! No Need To Type: /reload as this pack will auto load on it's own!

a mi no me funciona no se donde va el rar ... o hay que descomprimir el archivo y poner en otra carpeta yo pongo el rar en AppData\Roaming\.minecraft\resourcepacks y en el juego me dice roto o incompatible ... y estoy usando la version 1.21.9

Yes. Make sure you are using the correct version of Minecraft, as well as you leave the download zipped.

it's not a mod... it's a datapack, which goes into the datapacks folder of the saved world folder you wish to use it on.
