Allows Piglins to barter for netherite upgrade smithing templates.
It's drop rate is more rare then a soul speed book (2/459 or 0.44% chance).

This was made to address the main issue where since upgrade templates are exclusive to bastions and the structure being relatively rare, players on multiplayer servers can easily deplete the nether's supply of upgrade templates, especially if a server's world border is limited and most of the bastions are generated, forcing new players to travel farther to get a upgrade template or none at all.
