Startility is a util/core/framework data pack- built to assist data packs such as:
- Startility Extensions
- Projects wanting to make use of the files that are included in Startility (These files can't be put in your own project unless the project requires Startility to be used alongside it.)
And a couple other things.

Startility is required for Lushnabler so uh- y'know

- this fixes compat issues for some extensions

The 'Oops, while writing this changelog, i saw a glitch I was supposed to fix' list.
