This datapack removes the hourse the witherstorm spawns at normaly, and instead makes it spawn after a set amount of in game time, far away from 0,0. You can change the timer length, pause the timer, or reset the timer using the trigger command: '/trigger WitherStormControls' while in creative mode, with OP. This datapack is incompatible with my other datapack Wither Storm Help.
Requires Cracker's Wither Storm Mod, Tested in 1.20.1
