If a crossbow is enchanted with Flame, it allows you to shoot torches that are held in the offhand.
Both a torch and an Arrow are used per shot and a torch is placed where the arrow lands.
Flame crossbows can now be found in Pillager Outpost chests and Pillagers have a 2% (5% with Looting III) chance of dropping one.
