You will always have one map in cartographer's chests inside of villages, and you can find them randomly in shipwrecks (along side the burried treasure map)

The datapack doesn't work for 1.21.9 and 1.21.10. Would be cool if you could fix it.

I never saw one since I play 1.20, last week I specificaly search for some. Spend 3/4h a day, not finding any....
